Charter of Demand from Abesan Estate Residents' Association to the APC candidate at the coming local government elections, Hon. Opeyemi Adunni Akindele held on 21st June, 2025 at the association's secretariat and presented by the president, Elder Michael A. Kehinde is as follows:


It is with immense pleasure that I welcome you to this gathering and  extend our warmest congratulations to you, once again, on your election as the chairmanship candidate of the All Progressives Congress (APC) for Mosan Okunola LCDA. 

We have every confidence and no doubt at all, that you will emerge victorious in the forthcoming local government elections. 

Your dedication to the growth and prosperity of our community is truly inspiring, and we are honored to have you as our representative.

As you are well aware, Abesan Estate has been grossly neglected by the outgoing administration, led by Hon. Olabisi Adebajo. Hon. Olabisi Adebajo did not only totally neglect Abesan Estate, she detested and abhorred anything Abesan.

The estate has suffered immensely due to her lack of attention and care. However, we believe that God has given Abesan a rare privilege and opportunity to produce the next chairman of Mosan Okunola LCDA in your person. 

Your experience as a former Chief Education Officer of AERA and a long time resident of Abesan has equipped you with the knowledge of our possible challenges and solutions necessary to drive positive change in our community.

In light of this, I wish to bring to your attention again, the numerous challenges that we have faced in the last eight years. Our experiences have been nothing short of horrible, bitter, and agonizing. We are eager to share our concerns with you and work together to find solutions.

1. Security: Our estate has been plagued by insecurity, with lives and property being unsafe. Human and vehicular movement go on uncontrollably, and breaking into homes has become a common feature. 

We pray that you will assist us to effectively man and control entry and exit points, discontinue the use of Abesan Estate as a thoroughfare, and reduce human and vehicular movement to the barest minimum.

2. Abesan Estate Roads: All the roads in Abesan have collapsed and urgently need attention. The present state of the roads encourages men of the underworld to openly attack residents and hampers the rescue operation of the fire brigade. We request that you prioritize the rehabilitation of our roads.

3. Abesan Estate Main Gate: The authority of Mosan Okunola turned our main gate into a market, despite the LBIC's letter of August 15, 2020 with reference number LBIC/POS/0820/T0HA/014  (copy attached: Appendix A), stating that it was illegal to create a market and use the gate as a garage. We pray that the market be transferred back to the opposite side of the gate (outside the estate) while the garage should move out to the designated area.




4. Porosity of Our Estate: Our estate is highly porous, with over 30 entrances and exits. This encourages the ease with which the estate is traversed for 24/7 by all sorts of people. We request for the provision of gates and barriers to the exits and entrances.

5. Drainages: There are cases of non-flowing drainages, and pools of water each time it rains. We plead for attention to these issues.

6. Sewage: The sewage system in our estate has completely broken down. We solicit your intervention in getting the Sewage Plant back to functionality with your influence.

7. Akinyele Health Centre: The provision of a well-equipped and befitting health centre to Abesan Estate commenced during your time as the Vice Chairman of Mosan Okunola LCDA. We believe that God has purposely chosen you to deliver Akinyele Health Centre to the people of Abesan Estate.

8. Dirtiness of Abesan Estate: Abesan Estate has been labeled as the dirtiest in Lagos State. We request that you help change this narrative by establishing green environments on the medians from Gate to 5th avenue, dismantling the purported market created at the gate, and reducing human and vehicular movement to the barest minimum.

9. Community Development Associations (CDAs): We request the creation of more CDAs in Abesan Estate, with each sector constituting a CDA and large sectors having more.

10. Gate House: The outgoing chairman of Mosan Okunola LCDA drove out our security personnel from the gate house in 2020. We want the Gate House back under our control and security men to secure the entrance during day and night. We also want the marketers at the gate, sent to the retail market, the place designated for market.

11. Youth Employment Opportunities: We request that you provide employment opportunities for the youth in our community. 

12. School Welfare: We request that you take care of the schools in our community. This includes using your influence and office to provide adequate facilities, equipment, and personnel to ensure that our children receive quality education and most importantly, do not loiter around the community during school hours.

We believe that your leadership as an experienced administrator will bring about a new era of growth, prosperity, and peace to our community. We are confident that you will work tirelessly to address our concerns and improve the lives of all residents in Abesan Estate.
